Three years on, the EU Demography Toolbox keeps helping Member States respond to demographic trends

Of the Toolbox's 30 key actions, 15 are completed and 15 are ongoing or permanent, from the EU Talent Pool to better access to long-term care and projects balancing work and family life.

Three years after its adoption, the EU Demography Toolbox is helping Member States respond to demographic change. Of its 30 key actions, 15 have been completed and the other 15 are ongoing or permanently open, supporting people whichever generation they belong to and whichever region they live in. The Demography Toolbox is a policy package launched by the European Commission in October 2023 to help Member States manage demographic trends -- such as an ageing population, a shrinking workforce and low birth rates -- while maintaining economic competitiveness. Its measures are designed to support families, create opportunities for young people and empower older generations. Progress so far includes the adoption of the EU Talent Pool to help tackle labour shortages, as well as measures in all Member States to improve access to high-quality, affordable long-term care services. Beyond the key actions, EU support also helps turn policies into practice: EUR 10.3 million funds 15 projects in 11 Member States, while 17 other projects promote better ways of balancing work, family life and care responsibilities. The Talent Booster Mechanism currently supports 21 regions in attracting and retaining talent. Under Horizon Europe, EUR 135 million has been invested in research on demographic change, skills shortages and migration. Other ongoing projects are either nearing completion, like the Atlas of Demography, which will be launched soon, or permanent by nature, like the regular dialogue and discussions with Member States on all dimensions of demography. Commissioner for the Mediterranean Dubravka Suica, who is also responsible for demography, said: "Demographic trends are shaping Europe's future. Our response must help people build a family, find opportunities where they live and stay active as they age. Three years after its adoption, the Demography Toolbox is turning our commitments into concrete support for Member States. Looking ahead, we will build on this progress to develop new initiatives, such as the European Care Pact, the Right to Stay Strategy and a demography forum. Our goal: a Europe where every generation can thrive and no region is left behind."
